To assign a public IP to a VM, you need to select ''Associate Floating IP'' from the drop-down menu button (indicated by ▼) of the ''Actions'' column in the ''Instances'' list. If this is your first time associating a floating IP, your project hasn't been assigned an external IP address yet.
